Senate Bill 1345 died in Committee. Assembly Bill 2364 is the same language and intent as SB 1345. It will permanently remove the requirement that volunteers on public works projects, such as river cleanups, by permanently exempting them from a requirement to be paid prevailing wages.

April 7, 2008 - Governor Calls On Legislature To Cut Red Tape Threatening California's Volunteer Force
At a press conference held near the site of the March 4th Launch of the California Statewide Litter Cleanup, Enforcement and Beautification Day. Governor Schwarzenegger joined Senator Roy Ashburn at Discovery Park in Sacramento to urge the legislature to pass Senate Bill 1345, which will permanently remove the requirement that volunteers on public works projects, such as river cleanups, by permanently exempting them from a requirement to be paid prevailing wages. In 2004, the Governor signed legislation to remove this constraint, but without further legislative action this year, this legislation will expire. The Governor is committed to empowering the state's robust volunteer force and will continue to call on the legislature to take action. A committee vote on SB 1345 is scheduled this Wednesday April 9, 2008. (Click for more information and to view the video archive.)
